Authorization Standards

II Chapter. Authorization Standards for General Education Institutions
Article 3. Educational Programmes of a General Education Institution

The standard is met when:
a) School study plan is based on school mission and is compatible with the National Study Plan;
b) School study plan is compatible with the demands of students of relevant level and allows for them to acquire knowledge, skills and values envisaged by National Study Plan;
c) School study plan provides students with equal opportunities for studying and development. The school has a special program in place for students with special educational needs;
d) The student evaluation system, employed by school, is compatible with National Study Plan. The Evaluation criteria are transparent, known to school community and the outcomes are used for the improvement of the academic progress of students;
e) The procedure of notification of parents on academic progress of students is in place and participation of parents in school life is ensured;
f) The mechanism of evaluation and further improvement of school study plan is in place.

Article 4. Material and Financial Resources of a General Education Institution

The standard is met when:
a) An institution has material resources adequate to study process envisaged by school study plan, amongst them:
a.a) Premises of 250 square meters of area at a single address, except for the case, when the Authorization Council makes a decision on the authorization of a school with less than 50 students. The right to school area is certified according to procedure, envisaged by Georgian law;
a.b) Classrooms are equipped with adequate school inventory, in particular: personal desks, blackboards and other necessary material resources;
a.c) Sports hall, pool or ground;
a.d) Adequately equipped laboratory/laboratories;
b) The school has adequate environment necessary for carrying out educational process: uninterruptable power supply system, water closets, natural lighting and heating system;
c) The school has library compatible with school study plan with adequate amount of books, periodicals and auxiliary materials;
d) The school environment is adapted to the demands of students with special educational needs;
e) The school has information and communication media necessary for the implementation of purposes identified by school study plan. The school webpage serves both communication and information purposes;
f) The school safeguards the safety and health of its staff and students, to what end it has:
f.a) fire safety systems and fire fighting equipment;
f.b) evacuation plan, posted on a visible place;
f.c) medical aid media;
f.d) mechanisms for ensuring order;
f.e) for LTD – general educational institutions – surveillance cameras, which ensure the control of internal and external parameters and are compatible with video surveillance systems and the rules of their instalment and exploitation approved by the order #1143 
(29.08.2007) of the Minister of Internal Affairs of Georgia ,,On the approval of video surveillance systems and the rules of their instalment and exploitation on gambling places and external parimeter”.
g) The school has school charter, internal regulations and other documents concerning decision making, activity planning and carrying out procedures;
h) The school has long-term (six-year) and twelve-month action plans, which are based on the institution mission and also provide for efficient use and further improvement of material resources;
i) The school acts and correspondence are adequately accounted for and registered.

Article 5. Human Resources of a General Education Institution

The standard is met when:
a) The school has adequate human resources for carrying out study process envisaged by school study plan;
b) School teachers are selected commensurate with the requirements of the Law of Georgia on General Education;
c) The school has in place staff selection, employment and dismissal rules, also the transparent system of promotions and sanctions;
d) Agreements are made with teachers, administrative and technical staff, and other school staff;
e) The school has in place the system of promotion of professional development of human resources;
f) School environment ensures safety, benevolence, mutual respect and cooperation, what promotes revealing the potential of each member of school community to maximum practicable extent, distribution of responsibilities.
